  Homeless man of unknown age and nationality, in detention for three years. Refused to clarify identity or nationality; possible psychiatric illness; risk of indefinite detention under s 189.
  Ombudsman’s recommendation: DIMA seek further legal advice on continued detention and review procedures for such cases; that a visa for release into the community be considered.
